OTTAWA - The defeat of Conservative MP Stephen Woodworth's Motion 312 Sept. 26 was expected, but the level of support, including that of 10 cabinet ministers, came as a welcome surprise to pro-life groups and political journalists.

Defeated 203 to 91, Motion 312 was supported by 87 Conservatives, a majority of the 163-member Tory caucus, as well as four of 35 Liberal MPs.

The Conservative MP's Motion 312 would have set up a parliamentary committee to examine the 400-year-old definition of when human life begins.   

Immigration Minister Jason Kenney, a devout Catholic, was the first cabinet minister to publicly announce he would support the motion. The votes of the other cabinet ministers were not anticipated however. It garnered the support of Status of Women Minister Rona Ambrose, Government House leader Peter Van Loan, National Revenue Minister Gail Shea, Trade Minister Ed Fast, Intergovernmental Affairs Minister Peter Penashue, International Co-operation and CIDA Minister Julian Fantino, Agriculture Minister Gerry Ritz, Foreign Affairs Secretary of State Diane Ablonczy and Minister of State for Seniors Alice Wong.

Prime Minister Stephen Harper respected the House tradition of free votes on private member's business, something the New Democratic Party was not prepared to do, said Woodworth at a news conference following the vote.

"NDP members, with their extreme personal preoccupation with abortion, actually suggested that we give the Prime Minister power to veto private members' motions," he said. "Can you imagine. They propose to take away one of the most effective democratic tools left to MPs in the face of an MP's diminishing role."  

Woodworth said he'd done his job by exposing Subsection 223(1), "the most vile, most unjust law in Canada." It rules that a human life does not begin until a baby is actually born.  

Though opponents of Motion 312 have said the abortion debate is settled and the courts recognize a right to abortion, Woodworth pointed out Justice Bertha Wilson in the 1988 Morgentaler decision left the question of protection for unborn life to Parliament. That means the question of how to honour universal human rights in Canada "will remain open and unresolved," he said.

"This issue was never closed, it's not closed now and will never be closed if we in Parliament continue to stick our collective head in the sand," he said.

He remarked on the huge volume of mail mostly in favour of the motion, the hundreds of petitions with thousands of signatures that showed both women and men supported it. The volume of mail was so big it clogged up the Parliamentary post office, he said.

"I want Canadians to remember that no great issue is ever determined by a single vote in the House of Commons," he said. "It remains for the Canadian people to rise up even more strongly in defence of honest laws and universal human rights, which are so shamefully violated by subsection 223(1)."

"I think Canadians will conclude that much of what was said by those speaking against Motion 312 in the Parliamentary debate lacked any logic or coherence," he said. "Many speakers against Motion 312 showed they were willing to abandon time-honoured Canadian values in a single-minded personal preoccupation with abortion no matter how grave the consequences."

Campaign Life Coalition national organizer Mary Ellen Douglas congratulated the MPs who had the courage to vote for the motion.

"We hope this will give them the courage to continue to bring up the issue in Parliament as often as it takes to obtain a law," she said.

She said all of the identified pro-life MPs except for a couple were accounted for in the vote. But many others not identified as pro-life also supported it.

"The point is they were presumably voting on freedom of speech," she said, noting "pro-aborts" have said the issue "cannot even be discussed in Parliament."

"Although the motion was defeated, it was very encouraging to see the subject brought forward, as well as the groundswell of support through meetings with MPs, e-mails, letters, phone calls and petitions," said Catholic Civil Rights League executive director Joanne McGarry.

"We thank Mr. Woodworth for proposing the motion, and all those MPs who supported it and thereby kept respect for life on Canada's agenda," McGarry said in a statement. "This particular motion has been defeated, but the debate on this issue, which many Canadians believe is anything but 'settled,' will continue until Canadian law recognizes the humanity of the unborn."

WeNeedaLAW.ca represents a grassroots campaign to bring about federal restrictions on abortion. Its director, Mike Schouten, defended Ambrose against an attack by Abortion Rights Coalition of Canada spokeswoman Joyce Arthur who accused the minister of throwing "women under the bus" and described her vote as a "slap in the face to the women of Canada."

"The Abortion Rights Coalition of Canada is a group of extremists who advocate for abortion on demand through all nine months of pregnancy," said Schouten in a Sept. 27 release. "Not only does Ms. Arthur continually misinterpret the Supreme Court decision in 1988, she also advocates for the legality of late-term and sex-selective abortions."

Ste. Adele, Que. - In the midst of the worst economic crisis in decades, "there is no miracle cure," a Montreal-based economist told the Canadian bishops Sept. 25.

Governments do not have much leeway to help those affected, though economies that are more flexible will suffer less, Pierre Piché, an expert in international investment and advisor to the Power Corporation of Canada, told the Canadian Conference of Catholic Bishops annual plenary.

“There is not much choice,” Piché told the gathering of more than 90 Canadian bishops. “Either we suffer or we need to adjust. We’re going to suffer even if we adjust.”

The crisis affects the whole world economy, especially its key engines: North America, Europe and Japan.

“It goes really bad when you’re on a plane and you have three of the four engines not working,” he said.

He gave a macro view of the problem through key indicators: unemployment that is more and more structural and composed of people who have been looking for work for a longer time than previously or have abandoned looking for work altogether; sluggish rates of growth; and rising government debt.

Piché said fears of inflation have been replaced by fear of deflation where prices go down in a generalized manner. This explains the behaviour of central banks in trying to pump money into the economy.

“Deflation is horrible,” he said. “It’s very serious because it changes the behaviour of people. When they know prices are going down, they won’t spend. It creates a vicious circle.”

Now there is a cycle where governments and individual households are rejecting a pattern of heavy indebtedness that preceded 2007, he said.

We’re facing what economist John Maynard Keynes called the “paradox of thrift,” he said, noting while it is good and ethically right for households and corporations to be thrifty, “if nobody consumes, then nobody sells anything and everyone goes broke.”

Fr. Bill Ryan of the Jesuit Forum for Social Faith and Justice in Toronto offered a theological reflection on the crisis, pointing out Pope Benedict XVI calls for the logic of profit to be replaced by the logic of gift “that is the opposite of putting a price on everything.”

At the basis is the right relationship we must develop between God and human, among humans and with creation, including a preferential option for the poor, Ryan said, stressing the “essential relationship between faith and justice and justice and evangelization.”

“The whole planet is our neighbourhood and in need of evangelization,” he said, noting the Pope’s social justice encyclical Caritas in Veritate also concerned itself with evangelizing and civilizing the global economy.

Faith and justice cannot be separated, nor can evangelization and justice, he stressed.

Ryan call a “new and global humanism” a “sign of the times,” saying the secular world is coming to a “growing consensus we need a new mindset.”

“Our models and tools are proving inadequate; we seem to be walking with no clear purpose,” he said.

Montreal Auxiliary Bishop Thomas Dowd said the “logic of the gift ties in with our preoccupation with the family.”

“The family is an economic unit, but its internal relations are supposed to be based on the logic of the gift,” he said. “You don’t have kids just because you want someone to look after you in your retirement.”

Families’ internal relationships are becoming “atomized,” he said, and less and less based on the logic of the gift, Dowd said.

“That’s the canary in the coal mine, a sign the whole thing is disordered.”

Ryan said it is important to not always look at big economic structures but at the problems of the small ones. One problem attacking families is the level of family debt which is higher in Canada than elsewhere. 

“If we don’t have strength at the bottom,” needed values “won’t come into institutions,” he said.

Ste. Adele, Que. - The Major Archbishop of the Ukrainian Catholic Church told Canada’s bishops Sept. 25 Western secularism challenges Ukraine’s post-Communist future and underlies the worldwide economic crisis.

“The current economic crisis is merely the symptom of a much deeper spiritual and cultural crisis,” Archbishop Sviatoslav Shevchuk told the Canadian Conference of Catholic Bishops’ annual plenary. “As Western society rejects old moral structures and values, it finds that its moral GPS has no fixed and stationary points of reference.”

The first head of the Ukrainian Catholic Church to address the plenary, Shevchuk said the Church must find “new courage” to proclaim the truth of the Gospel to contemporary society to provide “an anchor and compass.”

“We live in societies where virtue and goodness are frequently a veneer for religious intolerance, personal gratification and moral decay,” he said. “Secularism would like us to be closed in a little box of Sunday worship.”

The former Soviet Union used that approach to religion, he said.

“Separation of Church and state has become separation of faith values from society, yet our mission is to preach the Word of God to all, and to be a constant sign of God’s loving presence through social ministry,” he said. “Let us not be afraid of the totalitarianism of political correctness and speak the truth regardless of whom we might offend, whether it is on same-sex marriage or on the genocide of abortion.”

He called to mind the suffering of his Church during the Communist era, that witnessed to Christ both “in the catacombs” as well in in open defiance to the regime.

“So many martyrs and confessors have suffered for the faith in the last century. Let their example and witness be an inspiration for all of us,” Shevchuk said.

The Ukrainian Catholic Church is “experiencing a period of resurrection” in Ukraine, he said.

“Fully embracing its identity of being ‘Orthodox in faith and Catholic in love’ we are aware of our role in allowing the Catholic Church to breathe with both its lungs, East and West,” he said.

Ukraine is experiencing social and economic challenges and has changed dramatically even in five years, he said. The country seems “torn between old influences and new attempts to integrate with the broader European community.”

Contemporary Ukrainian society mistrusts government, politicians and civil institutions, but the Church, especially the Ukrainian Catholic Church, “holds great moral authority.”

“The majority of Ukrainian citizens do not identify with any of the existing Churches, but have a hunger for God and are open to the missionary work of the Church,” he said. “In such circumstances the experience of new evangelization, which we are gradually acquiring, may become a precious treasure, which we would hope to share with the entire Catholic Church.”

The Ukrainian Catholic Church is marking the 100th anniversary of the arrival of her first bishop in Canada. Shevchuk had presided at a Synod of Bishops for the worldwide Ukrainian Catholic Church in Winnipeg the previous week to mark that centennial.

Ste. ADÈLE, Que. - At their annual plenary Sept. 24-28 the Canadian Conference of Catholic Bishops (CCCB) are examining the prevention of clerical sexual abuse as part of its packed five-day agenda.

The 90-plus bishops gathered from across Canada will receive the updated guidelines prepared for submission to the Congregation for the Doctrine of the Faith, conference president Archbishop Richard Smith said in his annual president’s address at the Mont-Gabriel Hotel here Sept. 23.

“Of course our ongoing response must extend far beyond the articulation of protocols and procedures to an embrace in love and compassion of any person, family or community affected by this scourge,” Smith said.

The reflections will also deal with the impact of the clerical sexual abuse crisis on the ministry of priests and how bishops can provide better support. It will also look at the conditions that increase the risk of sexual abuse with an eye to prevention, according to the CCCB program for the week, most of which is closed to visitors and news media.

“How do we foster healing? How do we ensure safe environments? What are the situations that could facilitate boundary violations?” Smith asked, stressing that those in ministry must provide an “unblemished” example.

For the first time, a federal cabinet minister will address the plenary assembly. The off-the-record discussion with Immigration Minister Jason Kenney arose out of suggestion by previous CCCB president Bishop Pierre Morissette that there be more conversation with government representatives, said Smith, now in his second year of a two-year term as president.

“Over the last few years particularly, a number of you have posed questions about Canadian immigration and refugee policies,” Smith said, noting the bishops “as pastors of the Church are to give particular care for refugees and others displaced because of violence and poverty.”

The relationship between Kenney and the bishops has been contentious in the past, with Kenney firing back at a letter from the CCCB’s justice and peace commission critical of anti-human smuggling legislation the commission feared risked harming refugees more than smugglers. Kenney accused the bishops of relying on bureaucrats who “cut-and-pasted” talking points from immigration advocacy groups.

The session with Kenney will also give bishops an opportunity to talk about the difficulties they have with bringing priests in from foreign countries to serve in their dioceses.

The bishops will also reflect on a pastoral response to the suffering caused by the economic downturn.

“We often hear it said that Canada has not been impacted as seriously as other countries,” Smith said. “While that may be true, nevertheless it is of cold comfort to the unemployed or those struggling to find affordable housing.”

Smith used a theme of unity to organize the many initiatives and programs of the CCCB over the past year, noting the mission of bishops is to serve the Church’s unity.

The CCCB adopted a national plan for life and family that is now underway, that is another sign of unity “in our witness to the beauty and sanctity of life,” he said, noting respect for life continues to erode in Western society.

“Every society needs the assurance its caregivers can be entrusted with the lives of its vulnerable members — those in the womb, children, the elderly, the handicapped and the infirm,” he said. “The grave crimes of abortion, euthanasia and assisted-suicide seriously undermine that trust. These are real threats not only to the individual but also to the common good.”

The bishops are summoned to find ways to “reinforce the central ideals of Christian family life, and to celebrate the love and nurturing that many families today achieve despite difficulties,” he said. Smith said the CCCB would be calling on diocesan life and family offices as well as the Catholic Organization for Life and Family (COLF) for help in this endeavour.

The meetings on the Canadian Catholic Organization for Development and Peace have an hour dedicated to reports by the bishops on the agency's board and from the Standing Committee for Development and Peace.

OTTAWA - To a nearly empty House of Commons Sept. 21, Conservative MP Stephen Woodworth made a final impassioned final plea for an “open-minded, evidence-based study” of the 400-year-old Criminal Code definition of a human being.

He spoke last, after MPs on both sides of the House spoke against or in favour of his private member’s Motion 312 that would establish a parliamentary committee to examine the Criminal Code’s subsection 223(1) that says a child is not a human being until the moment of complete birth. Opposition MPs argued the Motion represented a “backdoor” to re-criminalizing abortion and violating a woman’s right to control her own body.

But Woodworth disagreed.

“About abortion, I say this: recognizing children as human before the moment of complete birth will not resolve that issue,” Woodworth said.

“Even Justice Bertha Wilson, who championed abortion rights in the Morgentaler decision, wrote that Parliament should ‘inform itself from the relevant disciplines’, the very proposal embodied in Motion No. 312.

“Recognizing the reality that children are human beings before complete birth will affirm the hallowed principle that human rights are universal, not a gift of the state that can be cancelled by subsection 223(1),” he said.

Only between 30 and 35 MPs attended the final hour of the House of Commons' agenda dealing with private member’s business on a rainy and gloomy Friday afternoon, with members coming and going.

But the diplomat’s gallery was surprisingly full with several members of the pro-life movement present, including Linda Gibbons, a grandmother who has spent a total of nine years in prison for silently praying outside abortion clinics in Toronto.

The government’s chief whip, MP Gordon O’Connor, sat in the House as if taking careful note of Conservative MPs who rose to speak in favour of the Motion. O’Connor had told the House in the previous hour of debate the government would not support this motion or allow the abortion debate to be reopened.

Though he did not speak in the second hour, his presence in the nearly empty chamber spoke volumes. At one point, he crossed the aisle and sat for several minutes at the same desk as NDP justice critic Francoise Boivin, a vociferous opponent of Motion 312. Boivin had been singing O’Connor’s praises in the previous week for arguing as she has that the motion is an attempt to recriminalize abortion.

Minister of State of Foreign Affairs Diane Ablonczy also sat in the House, though from her body language — head down, poring over reading material, seemed to indicate she was disengaged from the debate around her. While traditionally private members’ business is a free vote for MPs, many are watching to see what publicly identified pro-life cabinet ministers will do when Motion 312 comes to a vote and whether they will break with the government’s stated opposition to the ban.

The Parliamentary Secretary to the Natural Resources Minister MP David Anderson was the highest-ranking Conservative to risk the prime minister’s ire by speaking in favour of the motion. He opened by saying he had received 200 e-mails urging his support the previous evening alone.

“I have had over 1,500 responses encouraging me to support Motion No. 312,” he said. “I find it interesting that many of them have come from young women. I think that is a rebuke to the opposition members, reminding them that there are young women in this country who believe in what is being proposed in today's motion.

“We need to recognize that a majority of Canadians believe that human life begins long before a person is born. We can understand that if the evidence establishes that a child does in fact become a human being before the moment of complete birth, then subsection 223(1) has some major problems and it is actually a law that dehumanizes and excludes a whole class of human beings from legal protection.”

“The member for Kitchener Centre's desire to open up this debate has an end goal of changing the legislation to enable the fetus to be declared a human being,” argued NDP MP Irene Mathyssen. “We are all very aware that such a change in the definition will place Canada directly on the regressive path to banning abortions.

“A fertilized egg is not a class of people, and I am offended that the member would shamelessly misrepresent the women's rights movement as an example of why we should open the door to changing abortion rights in Canada,” she said.

NDP MP Sylvain Chicoine told the House “the debate is closed in the minds of Canadians.”

He said Woodworth was either “contradicting himself” or “hiding his real desire to turn women who have abortions into criminals.”

When the debate ended, the new Deputy Speaker NDP MP Joe Comartin asked for a voice vote on the motion. The “nays” were far louder than the “yeas” to the CCN journalist sitting in the gallery. Comartin called it a second time and still the nays were louder. But there were more “yea” voters sitting in the House.

“In my opinion the yeas have it,” he said. However, at least five MPs stood up, meaning a final vote will be held Sept. 26.

OTTAWA - Canada's latest census figures showing a continued decline in married-couple families and a hefty rise in lone-parent and common-law arrangements are “sad and worrisome” and “nothing to celebrate,” say pro-family organizations.

Peter Murphy, assistant director of the Catholic Organization for Life and Family (COLF), said the “handwriting is on the wall” as the 2011 census reveals the number of common-law couples has risen 13.9 per cent since 2006 and lone-parent families have increased by eight per cent. The number of children living with married parents declined from 68.4 per cent to 63.6 per cent from 2006 to 2011, Statistics Canada reported in a Sept. 19 release of data on family structures. But when the figures are examined over 50 years, the picture shows a dramatic decline from around 90 per cent of married couple families in 1961. A steep decline began in the mid-1970s.

“Despite an attempt by the media to make ‘diversity’ in family structure seem like a good in itself, when it comes to questions pertaining to procreation and child-rearing the ‘writing’ is inscribed on the human body,” Murphy said in an e-mail interview. “It takes a man and a woman to conceive a child and, as the social sciences have told us repeatedly, it is in the best interest of children to be raised by a man and a woman united in marriage.

“Study after study has found that the advantaged child is the one raised by one woman and one man in a stable, committed relationship,” he said. “This is because God, our creator, has made the union of man and woman fruitful and this fruitfulness is not limited to physical procreation.”

The Institute of Marriage and Family Canada (IMFC) warned the family related data outlines an “alarming trend” that will lead to greater child poverty. IMFC research and communications manager Andrea Mrozek said she was disturbed by the “chirpy” response to the troubling data in the mainstream news media.

Mrozek said the IMFC has shown in its research that family breakdown is linked to poverty — citing the 2006 census which showed 8.2 per cent of married couples were in poverty, according to the Low Income Cut Off (LICO), compared with 16 per cent of lone-parent families headed by men and 32.2 per cent of lone-parent families headed by women.

The media seemed to be applauding the growth of more diverse, progressive family circumstances, she said. The coverage was “superficial” and misses the real story of demographic and family decline that is “devastating” for Canada as a country and for every individual touched by family breakdown, said Mrozek.

Most social science research in the United States has acknowledged that the married couple raising children biologically related to them is the best for children on a range of outcomes from poverty levels to drug or alcohol abuse, trouble with the law, mental health, early sexual activity and future success at maintaining stable marriages themselves, Mrozek points out. This message has not reached most policy advisors in Canada.

COLF agrees the research shows married-couple families raising children biologically related to them have the best outcomes.

“The social cost of equating ‘alternative’ parenting relationships with the traditional family has already had a profoundly negative impact on society,” Murphy said. “To begin with, children raised in non-traditional family structures are statistically more vulnerable to abuse and to developmental and social problems of various kinds. Both the children themselves and society in general end up paying a high price.”

Like Mrozek, Murphy shares concerns Canada’s aging population and dwindling number of working taxpayers make the cost of family breakdown “increasingly difficult to bear.”

“Not surprisingly, in such circumstances, some are already pushing for euthanasia,” he said. “If we are serious about wanting to forestall further societal damage, we need to embrace God’s vision for human sexuality and the human family — the vision so beautifully articulated by Blessed John Paul II in his Theology of the Body.

“Healthy families make for healthy citizens,” he said. “At every level of society, we need to make support for the traditional family a priority.”

OTTAWA - An Ottawa conference Sept. 27-29 marking the 50th anniversary of the Second Vatican Council will examine how to “hand on the
Gospel today” in light of Vatican II’s teachings, said Saint Paul University theology professor Catherine Clifford.

“One of goals is to promote the pastoral renewal of the Church,” said Clifford, an organizer of the Vatican II: For the Next Generation Conference. Co-sponsored by Saint Paul’s Vatican II and 21st Century Catholicism Research Centre and Novalis, the conference will begin a week before bishops from around the world gather in Rome for the Synod on the New Evangelization.

“The world we live in today is very different from the world 50 years ago,” Clifford said. “Many of the questions are not the same questions the bishops were reflecting on in 1962-65 in the Council.”

When Vatican II opened 50 years ago, it took place against the backdrop of the Cold War, less than 20 years after the end of the Second World War, said Clifford. Since then there has been a marked shift to the global integration of societies and culture, she said.

“It’s an era of an unprecedented migration of peoples,” she said. “The population of the world has more than doubled; the population of the Catholic Church has more than doubled.

“The majority of Catholics live not in Europe and North America but in the Southern hemisphere. We are a very different Church than we were 50 years ago.”

Though poverty and social injustice remain challenges, “in some ways those issues are far more complex than they were 50 years ago,” she said.

Another sign is the growing recognition of the dignity of the human person that is probably even stronger than it was 50 years ago, when the civil rights movement in the United States was gaining momentum, she said.

The conference will feature a keynote address by Cardinal Peter Turkson, president of the Pontifical Council for Justice and Peace and one of the names that frequently appears in speculation about future popes. The cardinal will speak on “Vatican II: A Council of Justice and Peace.” He will also receive an honorary doctorate at a special convocation in the university chapel on Sept. 28.

Other conference attendees include dogmatic theology professor Christoph Theobold, S.J., from the Centre Sèvres in Paris, France, and Boston College systematic theology professor Richard Gaillardetz. The conference will feature a panel of bishops and advisors who participated in the Council, including Bishop Remi De Roo and Bishop Gerard J. Deschamps, and advisors Gregory Baum and Leo Laberge, omi.

OTTAWA - The Canadian Conference of Catholic Bishops’ (CCCB) annual plenary Sept. 24-28 in Ste. Adele, Que., will mark many firsts this year, from distinguished guests to reflections on topics as diverse as the Second Vatican Council and the worldwide economic crisis.

The gathering, which is expected to draw 80 bishops from across Canada, comes on the eve of several historic events that will also be addressed: the 50th anniversary of the opening of the Second Vatican Council Oct. 11, the Synod of Bishops on New Evangelization Oct. 7-28 in Rome and the canonization of Kateri Tekakwitha on Oct. 21.

“(The plenary) is always such an important moment in the life of the Canadian Church,” said CCCB general secretary Msgr. Patrick Powers. The CCCB executive and secretariat staff “always look forward to the many, many things that will be decided upon in the course of that meeting.”

Among the highlights of this year’s agenda is the visit of Ukrainian Major Archbishop Sviatoslav Shevchuk who will offer a reflection Sept. 25 after having presided at the worldwide Ukrainian Catholic Church Synod of Bishops in Winnipeg Sept. 9-16. He has made pastoral visits to various cities in Canada over recent months to mark the 100th anniversary of the arrival of the first Ukrainian Catholic Bishop Nyktyta Budka to Canada.

Msgr. Jeffrey Steenson, the new Ordinary for the United States’ Personal Ordinariate of the Chair of St. Peter, will also attend. The Ordinariate was erected in January to provide a home for people from the Anglican tradition who wish to become Catholic while maintaining aspects of Anglican liturgy and patrimony under the Holy Father’s 2008 Apostolic Constitution Anglicanorum coetibus. Toronto Cardinal Thomas Collins, the episcopal delegate for Anglicanorum coetibus in Canada will give a report on progress, Powers said.

Immigration Minister Jason Kenney will also hold an off-the-record discussion with the bishops. Powers said it will be a “give and take” session on a range of concerns, from recent legislation that impacts refugees, to the parish refugee sponsorship programs. Many dioceses have a significant number of foreign priests, Powers said, “so (Kenney) is well-placed to help the bishops understand the various things that are happening.”

The canonization of Kateri Tekakwitha gets prominent billing. Saint-Jean-Longueil Bishop Lionel Gendron, the CCCB co-treasurer who heads a temporary secretariat to co-ordinate events in Canada and in Rome surrounding the canonization, will make a presentation on this significant event to the Church and to native Catholics.

To mark the 50th anniversary of the Second Vatican Council, Laval University theologian Gilles Routhier, who is an expert on the Canadian contribution to Vatican II, will deliver a talk.

The Canadian bishops elected last year as delegates at the Synod on New Evangelization will inform the plenary of the content of their Synod interventions, Powers said.

The bishops will also hold a discussion on the upcoming Year of Faith instituted by Pope Benedict XVI.

The bishops will also hold a dinner for Montreal Cardinal Jean-Claude Turcotte who retired this year as archbishop of Montreal, and Collins, who received his cardinal's red hat last February.

The bishops also have a packed agenda of presentations and reports that happen every year, such as reports from organizations like the Canadian Catholic Organization for Development and Peace, the Canadian Aboriginal Council, the Catholic Organization for Life and Family and other groups. The episcopal commissions will report as will standing committees, such as communications and Development and Peace. The bishops will address fiscal matters and adopt a new budget.

OTTAWA - A statement by Vancouver Archbishop Michael Miller that supports Catholics who campaign for “gestational legislation” to limit abortion has helped calm growing tensions within the pro-life movement.

Miller wrote it is “morally licit” for Catholics to support legislation that sets limits on abortion rather than immediately banning it outright. The archbishop’s statement, quickly endorsed by Toronto’s Cardinal Thomas Collins and posted on the Canadian Conference of Catholic Bishops’ (CCCB) web site, urges co-operation in the pro-life movement but stresses: “Co-operation does not always mean unanimity regarding a given strategy; open and civil debate about the wisdom of any specific strategy is healthy.”

Over the past year, support in pro-life circles across Canada has grown for a law that would prohibit abortion at later stages of pregnancy or gestation. Campaign Life Coalition, the national political arm of the movement, however, has remained staunchly opposed as have several other groups that believe incremental legislation of this type will not result in an eventual ban on abortion.

Each side has accused the other of not being Christian or Catholic enough — either for not protecting those babies that might be saved through some restrictions on abortion, or for not sending a strong enough message about the value of all human life from conception.

But Miller said that both positions, for or against gestational legislation, are morally licit.

Miller wrote it is acceptable to support gestational legislation (i.e. legislation that would allow abortion in the early weeks of the unborn child’s development) as an incremental step that would reduce the harms of “an unjust legal regime that permits abortion.” But such law should be regarded “as a step along the way to the eventual full legal protection of the right to life of all unborn human beings.”

“At the same time, it is also morally licit to withhold support for gestational legislation — and other incrementalist legislative strategies intended to limit access to abortion — if, after prudent reflection, one is convinced that it is an unwise legislative strategy,” he said.

The Catholic Organization for Life and Family (COLF), co-sponsored by the CCCB and the Supreme Council of the Knights of Columbus, welcomed Miller’s intervention.

“The division within the pro-life movement is very preoccupying, especially when leaders and members of pro-life groups point at each other and criticize each other’s approach to protecting the unborn,” said COLF director Michele Boulva. “All this hinders our chances of obtaining a law that would protect the most vulnerable of Canadians — its unborn citizens.”

She applauded the bishops’ taking leadership in the pro-life arena.

“As Catholics it is essential that we turn to our bishops when confusion arises regarding the Church’s teaching. Christ has empowered them to teach in His name.”

Based on Blessed John Paul II’s teachings in Evangelium Vitae, “legislation which intends to limit the harm done by a pro-abortion law is not itself co-operation with unjust law but rather ‘a legitimate and proper attempt to limit its evil aspects,’ ” the archbishop wrote.  

The absence of any law restricting abortion in Canada is a “de facto legal regime that permits abortion with almost no restrictions,” the archbishop said.

“Legislation intended to restrict access to abortion would not create a new legal situation in Canada which would authorize abortions, but instead would intend to limit the number of abortions already authorized under law,” he said.  

He also reiterated Catholic teaching against abortion at any stage, noting that “no law can claim to legitimize abortion.”

Two major pro-life groups on either side of the issue welcomed Miller’s statement.

Campaign Life president Jim Hughes said the archbishop makes it clear we have a de facto law by having no restrictions on abortion.

“I thought Archbishop Miller laid the case pretty well,” he said. "Although I and many others would not necessarily agree with his opinion on a de facto law.”

The most important part of his statement “points out that gestational legislation may or may not be the way to go,” said Hughes, who remains wary of the gestational legislation approach.

Priests for Life Canada is among the many pro-life groups that would support gestational legislation. Priests for Life board chairman Fr. John Lemire, a parish priest based in New Liskeard, Ont., said he is pleased the archbishop’s statement has “supported the idea that a Catholic, a Catholic politician, can in good conscience support gestational legislation.”

The archbishop’s letter may have helped shore up some of the unity within the pro-life movement that has been fragile since its inception, Hughes said. The movement is made up of political, educational and pastoral groups that counsel and support mothers with unexpected pregnancies.

“Campaign Life Coalition has been accused of being ‘all or nothing’ and that’s not true,” Lemire said, noting that since its first questionnaire in 1978, it has “always had an incremental question as part of its strategy.”

The key, said Hughes, is in the wording of any legislation.

“I’m not in favour of ‘we need any law,’ ” Hughes said.

He is opposed to the gestational approach because the experience of countries with gestational laws in place have “so many exceptions” the laws are “virtually useless.” There are many other forms of incremental legislation that would restrict abortion — such as defunding it, or informed consent laws, that Campaign Life would support, he said.

“As the political branch of the pro-life movement we have been battling over 30 years,” he said. Campaign Life has also worked closely with counterparts in other countries who have said “gestational limits are not the way to go.”

Hughes’ objection to gestational legislation extends beyond doctrinal concerns to practical matters, he said. Campaign Life has focused on identifying and supporting individual pro-life candidates in both the Conservative and Liberal parties at the grassroots level. He noted that there are presently 60 pro-life MPs in Parliament. A gestational bill would not have the votes to pass, he said. In addition, Prime Minister Steven Harper remains unwilling to reopen the abortion debate.

Hughes said momentum on the issue has been shifting towards the pro-life movement, but a focus on gestational legislation risks sidetracking it.

The role of the Priests for Life, Lemire said, is to work with all the groups, to “try to be a bridge builder and bring about some dialogue and conversations” not only among groups but with bishops and people in dioceses.

That does not mean Priests for Life agrees with every tactic, he said. But he stressed people who might not be comfortable in an activist role could be great counselling a young expectant mother, or doing any number of tasks that need to be done to create a culture of life.

OTTAWA - The Canadian Conference of Catholic Bishops (CCCB) issued a Sept. 18 statement affirming support for the sacredness of all human life from conception to natural end as Motion 312 comes to its second and final hour of debate in the House of Commons.

Conservative MP Stephen Woodworth's private member's motion would review the Criminal Code's definition of a human being in the homicide section that declares: "a child becomes a human being within the meaning of this Act when it has completely proceeded, in a living state, from the body of its mother."

The statement was signed by CCCB President Archbishop Richard Smith. It is posted on the CCCB web site (www.cccb.ca) and provides a link to Motion 312's text.

"The Catholic Church holds that a human being comes into existence at conception," Smith says in the statement. "The lives of human beings are, therefore, sacred at every stage in our existence — from beginning to natural end.

"As the House of Commons prepares to debate Motion 312, the bishops of Canada invite all members of the Parliament of Canada to take into full account the sacredness of the unborn child and each human life. We also encourage Canadian Catholics, and all people of good will, to pray that our legislators be blessed with wisdom and courage to do what is best to protect and further the common good, which is based on respect for the human dignity of all."
