TORONTO - On a bitter, cold day sometime this winter, as you shop for Christmas presents or head to lunch after a business meeting, somebody on the street is going to ask you for money. They might be sitting in a little island of dirty blankets on the sidewalk. They might be unshaven, wild-eyed. They might not even ask you for anything because they are too busy talking to, yelling at or cowering away from some invisible enemy.
